Your ISP would have to assign you modem another IP or second or third , you can't do that yourself.
A router would be the quick simple logical solution.
If you have access to second router try that and about your info there, i don't know if its just me but i would blur out a few things there. IP,MAC maybe its just me though.

This might sound crazy but have you tried calling your ISP ? they tend to try the simple things first and you may be looking into this problem more than you should, could be that you have a static IP on your computer and your router is set to DHCP
What i find scary is that in Canada now the conservative government has no problem following in the steps if the USA, we are not supposed to be in Afghanistan.
