I use ettercap for editing packets on other PCs on your network, however if you're just looking to tamper with one connection (EG: for a game) I use WPE-PRO.

And the sad part is 99% of them don't even know how that silly little exploit they ran works. If you hack a site and deface for a reason (EG: a company is treating its employees like shit) I'm fine with that, otherwise, deface is fail.

I know that for uTorrent (Options -> Speed Guide) you can set the incoming port, not sure about other torrent clients, but you should be able to.

Yeah, so I decided that I felt like playing around with ettercap filters, but I'm having some problems. Whenever I try to do a replacement filter, the packets get out of order, so the target simply ignores them. No, because, again, the OpenFileDialog control doesn't actually open the file.

The OpenFileDialog control just helps the end users navigate to the file, rather than have to enter the path manually; it doesn't actually do any of the reading.
