I was hoping someone new a of a advance defragging program able to run from a live CD or dedicated to just defragging. (Note I say advance & not GParted etc etc)

You could build a Windows PE cd and run from that the built in windows defrag tool, or others like JKDefrag/Defraggler/Etc.

O&O Defrag will do a pre-boot defrag of a windows system. You can't just defrag any old drive though as it has to be aware of the file system it is defragging.
