When I got my phone (Nokia 6300) I don't remember having to activate it, but I did have to activate my SIM.
I'm guessing that you don't (often ?) buy phones outright in the US? I'm pretty sure I could walk into an Apple Store here and buy an iPhone without activating it...

IIRC it's possible with the memory card extensions to the project, but read/writes are extremely slow.

I haven't used an iPad too much, but for note-taking I got a Macbook. The long battery life and *nix stability was a winning combo for me, and I find the keyboard much easier and more comfortable than any touch-screen. I know you're after a tablet, but consider that you'll be taking notes for a good hour or two and either leaning over a flat device or propping your hands up at wierd angles.
