is there a minimum release of Safari to access P7 2.0 ui?

Hi all

I have an ipad 4th gen MD510ll/A os version 10.3.3  and when I type in http://172.16.42.1:1471   nothing happens.     I was wondering if this is too old to work with the 2.0 UI.   The wifi works well but some of the newer web sites won't show up as the browser is too old. 

If it's  browser issue then what is the minimum safari version that is supported please. I'm not a fan of ipads but it's easy to use.
