When the OS kicks in, can you use the CDROM?

I.e. is it simply a matter of being unable to boot from the CDROM because the BIOS doesn't support it, or does it not respond at all?

See if these guys support your mobo/chipset.

I dont know because there is no OS on it

Have you plugged it in?

Then get a boot floppy for any type of Linux. If it detects the CD, it works, it's just the BIOS that doesn't allow you to boot from it.

Or doesn't it have a floppy drive either?
