if i dont have ics service enabled then i cant use my pc as a server for anything as soon as i enable ics then it works straight away why?

check in services (run > services.msc) that it hasnt stupidly shut down useful things like 'file and printer shareing' when disableing ICS..

Also... try turning your windows firewall off ;)

no, i'm guessing it's becasue hes using that stupid web server software, I forget it's name, and for some reason depends upon it. I have ICS and ALG disabled and have no problems running Apache when I have the need.
