Interesting idea using the whitespaces in the cr band... I'm guessing it probably isn't ok for you to use a signal that's not meant for you but it would be interesting, I'm going to look more into it. What kind of device would you use?

Are there any restrictions on WRAN IEEE 802.22, or could anyone use it(legally) if they got their hands on a compatible device?

There are always restrictions and regulations in every place, and it is illegal so as long as you don't get caught you will be fine.

I don't plan on using it any time soon, but I thought it would be interesting to set up a router/bridge with it. Could a TV tuner(or some other device) be modified to monitor the frequency? You might find some interesting data floating around, especially since it seems that cellphones are within the frequency range.
