If you are using apache as your webserver, just go to the httpd directory and create a folder called Forums in there.

To access the folder via the URL. just type http://localhost/forums/

I don't think I have ever seen a legit site on .tk domain. Come to think of it, every site I ever saw linked to a .tk domain name was in some form of spam, either by email, or on forums, guestbooks, blog comments, etc.

When it comes to URL forwarding, you could enable one of the following modules into apache's config file

mod_alias or mod_rewrite
