This isn't a Ducky issue really, there is a massive load of information on the internet about how to set such tings up. IT depends on how you want to host the file. Either using some kind of hosting service or set up a web server from scratch using a VPS. It's not more difficult than 1) decide where you want to host the netcat executable, 2) copy the netcat executable to that location/server, 3) use the URL/address to that server/executable in the payload script.
