What happens if you just skip the parts involving creating a service and using https? Just try to start a plain and simple C2 instance just to verify things in steps rather that building the cathedral at once. Make sure that it all executes without errors and that you can reach it using a browser at the IP address specified when starting C2, and only use http (not https) and also use port 8080   >>>   http://<c2 ip address>:8080

./c2-3.1.2_amd64_linux -hostname <ip address>

Then add https as step number 2 (when confirmed that the above works without any issues).

As the last step, run it as a service (also only when knowing https works as expected).

Regarding "My status output says initial setup is required instead of initial setup detected." That is just a matter of versions. Older variants of C2 has used "detected", more recent versions "Required". Nothing to care about, just words.

I managed to get it working with http but I haven't been able to configure SSL as I don't have a domain hosting service. 

Anyways it's fine as I've got a workaround and got it working but now I have a different issue which is not relevant to this topic so I'll dig around for answers.

Hello, I just installed the C2 cloud locally in a Ubuntu VM and everything went fine to that point.  I have created the device.config for my pineapple MK7 but I can't scp the file to my pineapple.  I also tried to create a route from 192.168.2.x to 172.16.42.x because the C2 cloud VM as the IP 192.168.2.x but I still can't ping the pineapple from my C2 cloud VM.  Anyone here has setup a local C2 cloud in a Ubuntu VM ?  Any hints would be appreciated.
