RDS/TMC

Hi,

I was wondering if any of you have experience with RDS and/or TMC. 

Is it possible to extract the TMC information via a cheap TV/FM tuner PCI card? Can you do it with software, or do you need some kind of hardware decoder?

I don't have a TMC antenna for my navigation system, and I'd like to see if I can somehow get that information on a desktop pc with a TV card, and then maybe keep me updated by sms.  I haven't found a good online traffic information source for my region yet, and it also looks like fun if it's possible :-)

If I'm not clear enough, I'm willing to try to explain myself better ;)
