Internet Connection

Hi .. im not sure if i should be asking you or my ISP anyways i will try you lot first as most time i phone my ISP im talking to someone in india anyways is there a way to go on the internet but not have to subscripe but still pay EG 56K but not have to set it up with them like some default that comes on your phoneline. My reason for wanting to know this is my other internet connection located a couple of miles is saying im connected and its not loading anything ( if theres is anyother way of checking this i would be greatful to know )
