    I only want to implement SMS via Cellular Broadcast. The idea is to send emergency broadcast messages to nearby cellular phones during emergency/disasters. What is the best SDR for this? If later I would like to use GSM phone to communicate with my rescue volunteers during emergency/disaster (aside from having SMS-CB functionality) what if the best SDR for this? Thanks
