I ran into a similar problem as bfpa40 running Ubuntu 15.10. My problem was that eth1 was being managed by NetworkManager and did not come up until I started it from the drop-down networking menu from the notifications panel. Until you do that, eth1 will not show up in 'ifconfig' or any other networking command.
