My guess is that the laptop USB port isn't supplying enough power or something similar. I'm having a similar issue. Works fine on my desktop, but not on a laptop. The laptop USB ports often don't seem to have enough power to drive some USB devices and considering the processor in it, it probably makes sense. Although obviously pretty annoying.
