enabling admin$ shares

Recently, I tried to connect to my computer via psexec.

I used this command:

psexec machinename[external ip] cmd.exe

I received the notice that I must

"Make sure that the default admin$ share is enabled on [my machinename]"

Any suggestions on how to go about doing this? What does this do?

Preferably through command line--not gui.

Much appreciated.
