Chinese call center arise in Thailand

Now in Thailand, The Call center phishing funding by Chinese investor is growth rapidly and got victim's information through paid for the Government officer, Hospital staff etc.

 

I know nothing about how to counter attack or cyber security in advance,Then I decided to form a team with individual skill but at this level one last things is we don't skillful enough to trace their location via phone calling , So Any idea? Or any information that can be helpful for us, Thai people. If the police don't have enough capability to do this. I want to go through the root of the problem and be inform for the Government officer.
