You have to get legal advise from someone that knows the laws of France to get a correct answer to that. My guess is that there are no such people on this forum. I can't see why it would be illegal though. It's like ordering a knife. You can cook an amazing meal using it, or kill someone with it. Many time it's not the tool itself that is illegal, it's your intentions and how you use it.

From my knowledge, from when I used to sell into France, there is no legal impediment from one EU country selling these devices into another.

The issue arise if you are ordering from one of the stockists outside the EU, but even then I never encountered that myself. You just have to pay the requisite import tax.

Check your local laws to be sure however.
