Open AP doesn't always show up in available networks, and unable to connect

Just got the Mark VII and can't seem to get the open AP SSID to broadcast to my pc devices. My phone always picks it up for some reason though. Even when my PC does pick it up, when trying to connect to it, it always says " unable to connect." I have the filters set to "DENY" for both clients and SSID's, and my primary internet connection is set in the device. Not sure how to actually get internet on the Open AP.
