Can i change the Keyboard to DE before payload starts?

The v2 firmware supports DUCKY_LANG mapping changes. DE is one of the many supported language mappings.

I'm from belgium where we use AZERTY, so Is there a way to change the settings so it works on a AZERTY (belgian) keyboard?

Yep.
As of the v2.5 firmware update, OMG devices are the first and only device on the market to support every keymap on the planet.
Every keymap is built into the firmware. No recompiling firmware or payloads. You just select the map at the top line of the payload using DUCKY_LANG.
