How to stop Open SSID from showing?

How do I stop the Open SSID from showing up? After some time has passed, the SSID would just pop up and people can just connect to the device and use the internet. "Hide open SSID" is of course checked and I've tried unchecking and re-checking the box(resetting the radios) but it still shows up.
