Setting up Trunk Radio Channels Without a Subscription

SO I have sdr shark up an working and can see signals in the raw only fm is readable. I got pretty into setting up a trunk Radio tutorial by Sarah at SignalEverwhere (https://www.youtube.com/watch?v=A6v7ZyfpCJo&t=8s @2:45) using SDR trunk by signal everywhere in the early part of the tutorial they show they have a subscription and downloaded the channel info for a local region because that is easier but should not be necessary. I'm wondering how to enter the info I can see on a site such as "radio Reference" (https://www.radioreference.com/apps/db/) into SDRTrunk program manually.

What you are looking for (if the system yiu are hearing is actually trunked) is a control channel. This is kind of like a dispatcher for radio signals. 

Here is an example
