I live in a country where the law is against you at all times. Unless you have connections with the different mafia’s that work for the surrounding countries. 

Ever since I moved back to my country since 2014 till now picture down below that shows the download and upload speeds at 2 different time taken. 

I have a great idea about building a new highly sophisticated antenna plus I want to know if it’s possible to “build from scratch 2 new frequency” to use with the new highly sophisticated antenna’s that will never interfere with any device known to exist. This frequency am thinking about is very unique and it is impossible to track or trace its location. I have the “IDEA TO TAKE BACK OUR PRIVACY + OUR FREEDOM FROM THE 14”. If anyone is serious about making this a reality for future generations to always make sure that their parents worked hard to exterminate all poverty’s world wide.

I don't really get the question to be honest.
Also, how are you planning to invent a frequency that is impossible to monitor? It would be quite useless then.
