How to ask a technical question

I am going to put this right here as I feel the exact same way on how I should be asked a question.  I always get them like this.  Incomplete and more of me figuring out what the question is just to find out that someone wants me to do all the work for them on something rather than asking a question.  Stop sending me messages to do all the work for you.  I will not reply.  Now, here are my guidelines... :-P
