Depends on how much cash you've got, BSides London and BSides Manchester are free, SecuriTay is cheap (as far as I know) and then there is 44con which costs quite a bit.

Does quality rise along with the fee, or do you consider for instance that 44con to be overpriced?

I wouldn't say the quality changes but as they pay for speakers to fly in you get a much wider range than the others which rely on the generousity of speakers to pay their own way.

Is there anything else UK based that you recommend?

I did go to a few 2600 London meetings but was not too impressed. It seemed to be people who just liked to drink.

I also went to DEFCON 4420 in London but found it quite cliquey (lots of people who already knew each other).

DC4420 is worth trying, it can be a bit intimidating to get into the cliques but once in you'll find it is a great place. See if there is an OWASP group, I don't know about the London area.

Other than that check out your local university, see if they have a public hacker society, I'm currently setting one up in Sheffield.
