Or you could try editing the policies. Run gpedit.msc and look under Computer Configuration > Administrative Templates > Windows Components > Windows Installer. On a default installation everything there should be set to Not Configured

try booting into safe mode and useing the "admin" account from there

Where is this gpedit.msc??? I typed in cmd prompt start gpedit.msc and in run still to no aval nothing. windows couldn't find it. and my account is in admin mode.

You should be able to run it from basically anywhere but gpedit.msc only exists in XP Professional so if you are using Home edition it's a bit more difficult. Then you need too edit the registry directly but I don't really know where or what to do the same things.
