Dress like a hobo and go to a bar/pub, see how many women will talk to you. Then go out dressed well, and see how many women will talk to you. I don't make the rules, I just play them. I spend very little money on my casual clothes (mainly army surplus and shirts/t-shirts) and I have no issues meeting women and if a woman is bothered by the way I dress, well I would have no interest in getting to know such a shallow individual. The only clothing you should spend money on is a good, well fitting suit (if you need one) as if you dress the part you tend to get a better response from people you work with.
