Are you asking for resources where you can learn how to solder chips to a PCB and assemble a device from someone else's plans, or are you asking where you can learn how to design your own devices from scratch? If you just want to learn soldering then there are tons of great videos and tutorials out there. If you want to design your own devices from scratch then you'll want to study electrical engineering...and that's not really something you can learn overnight.
