This may be a dumb question to most, but is it an app or a setting in windows OS or is it active desktop that lists the IP, hostname, domain, etc. in the upper right corner?

Yeah, usually bginfo(sysinternals) is the app you see used on Servers and stuff but some people also use things like Rainmeter and other little desktop gadgets. personally, i use bginfo and have a .bat file in my startup folder that grabs stats on each boot and adds them to my wallpaper.
