I've been interested in trying to figure out how to do some real-time transcoding to downsize video files on the fly and play them back on my android phone. I read the Mencoder and vlc documentations and am trying to figure out an open source method and i don't mind setting up an apache server and writing some code to get a web interface. Any ideas?
