For free VMs, start with http://www.vmware.com/appliances/

You can always create your own as well, so long as you have an install disc, Windows and Linux are widely supported for creating VMs.

You can also use google or search torrent sites for other VMs. Just understand that any Windows VM from a torrent site is not going to be legal since its bypassing the activation process and purchase of the OS, but you can use the trial versions from Microsofts site to use an ISO in a VM for 180 days of some of their software, such as Server 2003 standard edition(if they still oferr it). Most other ones containing linux are usually ok and legit.
