ioncube and windows 2008

I am getting so aggravated with ioncube. Im installing it to use WHMCS. I am using windows server 2008, iis7, with php version 5.2.11 non thread safe. I have set up the php.ini file with the following line:

zend_extension_ts = C:\Windows\System32\ioncube\ioncube_loader_win_5.2.dll

I hae it placed above the

;;;;;;;;;;;;;;;;;;;;
; Language Options ;
;;;;;;;;;;;;;;;;;;;;

in the php.ini file.

i can't think of anything else that you would need to know. Everytime i try running the runtime version it won't work either. anyone know of anything that im missing? I don't know what else to do any why it doesn't work.
