In this case, I would say it might not actually be zf0. Only becasue I know Iran and China have tried to block people from posting about human right violations and all the stuff surrounding Irans recent election, its probably something related to that. In fact, several of their blogs were. zf0 could be from any country though, as they are not a centralized group in one location, but just people from aroudn the net who post in the zine. I doubt it was zf0 though, and is a reminder, no site is safe from people with resources to do such a thing. Only way to block these is if they are all on one subnet or from one contries subnet, and you get the core internet routers to block their ip subnets. You also then cripple legitamate communications with that part of the world, so there is no viable solution other than at the local level to block the subnets at your firewall and outside routers.
