I'm guessing this is a computer that you own and are not renting from hosting company..... 1.)In this case you can put a capture card in your computer and plus either your cable or sat into your computer. 2.) You have a variety of different ways you can send it out to the internet but I have found windows media encoder to have the highest definition and quality. It also sends out sound. But you could use ustream or some other web cam program to send out the signal. Just make sure you select the capture card as your web cam or streaming device. If you do not own the computer and are using a hosting company you could set up a windows streaming server and do the above with your computer you are using at home and push the signal to the server.
