The actual operating system is in English, but the keyboard layout is German

Hi guys! I'm new here, and I need help with my rubber ducky. I live in Germany, so most computers have german keyboards, but their computer language is in English. When I set it to English it doesn't work, but when I set it to German it doesn't work, I need a payload to change the keyboard settings on a computer from German to English. Thanks!
