You're definitely on the right track - if the Tetra transmits during configuration, testing, familiarization, etc for any reason it could alert whoever you're targeting that you're within 1,000 meters or so of them. Tetra covers the 2.4 GHz and 5.7 GHz wifi bands so I use https://www.fairviewmicrowave.com/rf-load-1-watts-6-ghz-sma-male-st0645-p.aspx "dummy loads" on my Tetra. The Fairview "dummy loads" are rated at 1 watt (Tetra transmits at 800 mw (aka 0.8 watts)) and up to 6 GHz so the 2.4 GHz and 5.7 GHz wifi bands are both covered.
