Of Course this is quite a bit more expensive than you originally state price range. The Celeron Processor is not as low power consumption as the atom. But other than that i don't know the specific differences between the two.

Here is a little video on a simple dtv antenna. Maker workshop - Makezine I made one of these in about two hours. It was able to max out the signal quality meter on the tuner. Hopping it would pick up stations 90+ miles from house. It Did Not. So all i get is PBS from a town 40 miles from house. This antenna would work in a city better than in the rural towns.

the easiest one is to sign up for a Logmein.com account. It will allow you to remote control a computer you install the server software. This just checks into the logmein service. the only problem will be the file transfers. One option i use is a service like drop.io or email. Just depends on the size of the files.

did you disable the AP dhcp server or are you looking for why server 2003 releases the DHCP role? Does the server 2003 grab a ip from the router?

I use avast Antivirus on all my computer. Just because its free. Tried Avira, but got annoyed with the nag/advert screen every time it decided to update definitions. I have also tried AVG but hated the link scanner. When I disabled it the tray icon showed an error. annoying when software tells you something is bad and there isn't. How do you know when there is something really wrong? For firewall i use the built-in windows firewall. I'm behind a router firewall most of the time. I use spybot and adware to scan when i remember

are you pinging the host name of the IP. The server 2003 DNS is what resolves the hostname into an IP. You may need to make an entry for the host name to resolve to an IP. I had to do this on my 2003 server install. Not sure if this is the ideal way to resolve this issue.

If you start coding make sure you check your spelling. Spelling errors can be the biggest headache. I play with web design, so i can't give you a solution
