USB Rubber Duck and locked screen on windows 7

I'm really impressed with the videos i have seen with the USB Rubber Duck but, I haven't seen any documented scripts or videos showing the USB Rubber Duck being inserted into a USB port on a Windows 7 machine that the user locked the screen. 

Does the USB Rubber Duck work as soon as you insert it into a Windows 7 computer where the user has just locked the screen?

and can it work on that computer when the user is logged out of it?
